It is just a native term for brown bear in Northeast China. It is not that strange either, considering English speakers also call ladybugs their name despite the fact they look nothing like a lady. Mongoose also has nothing to do with goose and Turkey isn't from Turkey.

In Vietnam is available this kind of Bear, is called "Gấu Chó" in Vietnamese or "dog Bear" in English , pls to visit Yang Bay in Khanh Hoa Province in Vietnam.
