You'll repeatedly see such things when an incompetent, corrupt regime is ruling your state. Our country currently has Prime Minister who has been in this seat three times. Also, 90% of his cabinet members have enjoyed their tenures at least 2-3 time. Still everybody is failing miserable to deliver. With No Gas, No Petrol and No Electricity, this is the worst governance ever seen.
These people propagate so many lies and false claims in their election campaigns. Yet, when they come into power, their claims and promises just fizzle out. In reality, the problem is not the corrupt ruling class. The problem lies with the people who are still supporting these kind of corrupt regimes; regimes that start ruling the state with rigged elections/fake mandates.
There are many countries around the world where the maximum government tenure is one to three years. During this time the rulers need to deliver and if successful can rule the state again. Whereas in Pakistan, the case is totally different. PML(N) and PPP, the largest political parties of the country, have both enjoyed 3 - 3.5 years of tenures every time.
The Prime Minister of the state came to attend the Parliament Session just 4 times in 2 years. He spent 35+ crore Pakistani Rupees on more than 25 foreign trips in just 2 years. Yet we have seen a "Zero" outcome of all this. In Pakistan, there seems to be no foresight regarding the current fuel situation. Where the rest of the world is benefiting from the reduced oil prices, in our country a massive shortage has been created due to ill planning.
In comparison to this, according to Indian perspective on PDF, in India, it was recently announced that Drop in Oil prices would save them 50 Billion USD. State owned Oil companies only transferred 20% of the drop in prices to the end customers. Indian Govt also announced plans to Double its storage capacity of Crude from 45 days to 90+ (15 days storage held by Pvt sector based Reliance industries) days. This would enable them to build up reserves when oil is cheap. That is what you call management not incompetency.
