Curbing vehicle growth only works if you increase corresponding public transportation services. this will break american cities if they tried this but perfect for places where public transportation are adequately developed.

Like guns, cars are a sacred symbol for the Americans. No politician will be able to limit vehicle population growth there.

Public transportation are also not feasible in many American cities which sprawl. A certain level population density is required for some infrastructures to be viable.
