muslim population is china is hardly big enough to cause trouble. they should also use carrot and stick policy. they should reward the people who want to leave their backward culture and modernize themselves.
Modernize to whose standard? The Uyghurs are people that already have an advanced civilization. From agriculture to science & arts. They are already "modern." If the chinese government want to make them more modern just increase funding to education & social programs there.
The OP video shows the ones who graduated from the schools and now are working their different jobs in different industries, in another video it says some were volunteers and some were not, depends on how serious they posed a threat to the society. In China reformation school are very common, set up for people who commit minor offences but not serious enough to receive prison terms, it's not only in Xinjiang. Different countries have different laws for crime prevention, some country send minor offenders to do social works.

They have oil money but that's it, a developed nation should have advanced higher education and scientific research system, comprehensive industries of all kinds to start with.
