these comparisons are really meaningless because these agencies vary in size greatly. CIA and NSA are massive. They collect and process data from the entire world. ISI is pretty small compared to them. I am sure ISI doesnt have as much intelligence on India, Pakistan's supposed enemy, as USA and China do. But no doubt ISI could be very good in its category, that is among the agencies operating on a smaller scale.
