This is complete bullshit/propaganda that ISI is ruling Pakistan or playing politics in Pakistan.Like other well reputed defence & security organizations,inter service intelligence is also aimed to work for Pakistan's defence and security.
I consider ISI as one of the finest defense organizations with well deserve high ranking because ISI is still working & carrying operations with limited budget (as compare to MI5 etc).Plus,our civil regime does not work with planning & patience as they should work[(1)recalling D.I Khan jail break case when terrorists succeed despite of this fact that police was provided with warning issued by ISI & later on denied by them to hide their own lapse and (2) The famous Osama hide out story-recalling Abbottabad commission report in which none of the government civil departments verified for once about those people which were involved in constructing Osama's compound because of mismanagement & corruption ie NADRA and electric supply companies etc.I wonder that how on earth was ISI able to detect terrorists if none of the civil sector have kept any record or info.Heck,Osama was immediately detected if civil sectors have attempted to verify provided info for once.They were providing services but have not kept record nor verified given info)].

Hence,Pakistan is facing various challenges now & more will be awaiting ahead in future.In the light of past events we have learnt that how essential it is for civil sectors to function with synergy and properly,along with intelligence agencies.
