Forensic science laboratory project near completion

LAHORE, May 7: Around 85 per cent design and construction work on the Forensic Science Laboratory at Thokar Niaz Beg has been completed.

After becoming functional, the laboratory will help bring criminals to justice by aiding in analysing what was once a blurred image and non-accessible area of inquiry by changing the prevailing system of assessment of evidence, an official affiliated with the project told Dawn on Saturday.

“The completion time for such laboratories around the world is three to four years. The National Institute of Justice of the USA, spreading over an area of 100,000 sq ft, was completed in more than three years. The Thokar Niaz Beg laboratory is being set up over an area of 170,000 sq ft and as a challenge this project is being completed in record time of approximately two years,” said the official.

The project involved inputs from highly professional foreign consultants who have been constantly providing solutions and improvements in design and the overall quality and accessibility of the laboratory. This transfer of technology and engineering would give the local professionals the unique capability in the South Asian region.

The laboratory would be connected to all data centres all over the world through the state-of-the-art Combined DNA Index System (CODIS) installed there last month. Gordon Thomas Honeywell Governmental Affairs of the USA president Tim Schellberg visited the site for the purpose.

“Mr Schellberg has implemented the CODIS system in 36 such facilities all over the world and described the Thokar Niaz Beg Laboratory as the most outstanding and sophisticated one by all standards so far,” the official added.

Scientists selected to work in the laboratory were being trained in the USA in disciplines like crime scene detections, investigations and deaths, forensic serology, DNA analysis, narcotics, and post-mortem toxicology, pathology, blood splatter analysis, audio-video analysis, finger printing, latent finger printing, firearm and tool marks, forensic photography, polygraph lie detector tests and computer forensics.

Dr Tahir Ashraf, a highly qualified consultant in forensic sciences in the USA, has been assisting in the procurement of sophisticated machinery and equipment for the Thokar laboratory.

Ahmed Mukhtar, the chief executive of the joint venture responsible for the design and construction work of the project, said fine tuning factors of the project were so complex that the electric load of almost one megawatt was intimated on March 31 and all subsequent changes had to be incorporated thereafter.

“Initially only a server room was mentioned in the technical design and on March 31 this year the technical design was revised and modified by the foreign consultants and a data centre was incorporated which increased the power supply load almost eight times. From an electric load of approximately 120 KVA to 800 KVA only for data centre resulted in alteration of almost the entire electric design and supply systems.

“These modifications and alterations are a common feature of such mega projects and need revisions and improvements throughout the building time. They are also catered for in the text of the EPC Contracts. Timelines have to be altered to meet the modified design alterations and the contract also provides for such variances,” said Mukhtar.

Remember, Indian border is near about only 30km away from Lahore, it would be wonderful to see Indian cross-border terrorists captured and conducted all types of tests using this new Forsenic Labortory, hence a "great location" . :smokin::mod::chilli:

Imagine all this implemented on intruding Bharati terrorists doing terrorism in pakistan from eastern border; = crime scene detections, investigations and deaths, forensic serology, DNA analysis, narcotics, and post-mortem toxicology, pathology, blood splatter analysis, audio-video analysis, finger printing, latent finger printing, firearm and tool marks, forensic photography, polygraph lie detector tests and computer forensics from just one facility among many newly built in country. World’s second largest forensic lab set up in City

LAHORE – The Punjab government with the cost of Rs 2.5 billions has established a world’s second largest forensic science laboratory to counter terrorism and police in investigations of criminal cases, said sources in Punjab Home Department on Tuesday.

The laboratory is likely to become operational in April, 2011 at Thokar Niaz Baig and will provide services in 14 forensic disciplines namely toxicology, forensic photography, narcotics, trace chemistry, DNA and serology, crime scene investigation, firearms and tool marks, death scene investigation, questioned documents, computer forensics, latent prints, polygraph, pathology and audiovisual.

The project is estimated to cost in excess of Rs 2.5 billions made available from provincial resource, an officer of Finance Department said.

Sources claimed results of the laboratory would be so solid and confirm that these could not be challenged at any forum of the country including courts and acceptance of results would be recognised at international level also.

For hiring qualified executives, managers and scientists for the running of forensic laboratory a two pronged strategy was devised to cope with its human resource requirement.

At the first level, 32 young and promising postgraduates were selected after a rigorous competition and made to undergo training at various laboratory and police facilities in Cuyahoga, Ohio US in the following disciplines, Audiovisual, Narcotics, Crime Scene Investigation, Pathology, Computer Forensics, Forensic Photography, Death Scene Investigation, Polygraph, DNA & Serology, Question Documents, Fire Arms & Tool Marks, Toxicology, Latent Finger Print, Trace Chemistry.

At the second level, international market was explored for hiring suitable executives and managers. As a result, Dr Ashraf Tahir, a PhD forensic scientist, presently working in Cuyahoga County Coroner’s Office, Ohio, has been selected to work as Director General on a five years contract.

LAHORE: The Punjab government project to build a modern forensics lab near Thokar Niaz Beg, which recently missed a fourth deadline for completion, is continuing to cost large sums of money in the form of wasted wages and inept organisation.

The lab was initially scheduled to be completed in July 2010 at a cost of Rs2.5 billion. It will now be completed at the earliest by September 2011.

The Punjab government has had to pay millions of rupees in demurrage on imported equipment that is lying at the dry port, an official told The Express Tribune on the condition of anonymity.

This includes a heating, ventilation and air conditioning system, elevators, generators and other equipment. The installation of a laboratory information system has also been held up, he said.

Equipment for conducting DNA, toxicology and narcotics tests that was imported in 2010 lies uninstalled in the basement of the building, he said. The kits and chemicals that came with the equipment for test runs have now expired. During a recent spell of rain, water seeped into the basement and damaged the machinery, said the official.

Dr Ashraf Tahir, a forensics scientist who had been acting as a consultant for the project, was recently hired as director general of the lab on a salary of Rs1.1 million per month. He officially started the job on July 4. Thirty-two other forensic scientists who were recruited in August 2009 and then trained in the United States, at a cost to the Punjab government of $685,000 (Rs58.794 million), are also drawing big salaries, though the lab is not yet functional.

Shahid Latif, deputy director of the project implementation unit for the Forensics Science Laboratory, said that the machinery had not been picked up from the port because there had been a delay in the civil works. He did not comment on the expired chemicals and kits.

Hamid Ashraf, the contractor for the project, said civil works had been completed and the machinery could be installed when the equipment was picked up from the dry port. He said that the chief minister had set up a committee headed by the planning and development chairman to find out why the project had been delayed and to decide a fine. “The delay was only due to modifications and alterations in the design,” he said.

Well i had the opportunity to remain close and attend some lectures by Dr.Tahir Ashraf.It was an honor for me to attend those and play a minor role regarding his efforts for the fellow Pakistani doctors.A great son of the pure land.In his early 50's he invited many of the medical students from Pakistan to USA to get experience regarding DNA data collection from criminals.

It's almost now 4 years when i last listened to him mentioning about the similar sort of a setup to be started in Lahore,with the Pakistani trained staff.Finally the dreams are turning into reality.
