When Pakistanis don't pay taxes how else do you expect the government to fund development programs?

The poor common man pays every tax because all the laws apply to him . The holy cows are the ruling elite. Tax laws are made by rulers who know how to cheat the system .('fake degrees' are a perfect example of this)

Not if the money is used to stimulate growth.
