The Chinese calculate that settling the border with India doesn't bring any new benefit to themselves and see no major risk in the absence of a border settlement (unlike India's unsettled borders with Pakistan). Furthermore, they think that it will benefit India more and free up India's focus and resources that have been tied down guarding the long unsettled border. And hence the border talks have NEVER been successful.

But they abused the carrot of talks so much that even the threat of stopping them altogether doesn't scare anyone in India anymore.

The problem with China is she has revealed all her cards prematurely!

When it comes to India, Chinese backed themselves into a corner with their steadfast support for internationally designated terrorists at the UN. They went out of their way to deny India a seat at the NSG - even though it was merely a symbolic seat. They supported and propped up regimes hostile to Indian interests in Pakistan and armed them with Nuclear arsenal and delivery mechanisms. China even conducted proxy Nuclear tests on Pakistan's behalf. They continue to stall border settlement. Perhaps most important of all, they have a very favorable trade deficit with India which will cross 100 Billion USD in not so distant future.

If push ever came to shove, India can return the favor arming the countries in SCS with Nuclear arms to defend themselves and make it harder for Chinese exports - even if that means short term pain.

They misjudge Modi a lot it seems, thinking he's some previous "let china have their way" kinda guy. 2012 agreement is crystal clear, no shenanigans till all the disputes areas are resolved in the tri-border (incl those between China and Bhutan)....it was Chinese decision not to follow what they agreed to and their bluff got called.
