Actually this is because of societal upbringing and I am not alluding it in a pejorative way. People in polychronic cultures view time as contiguous and cyclic. That's why they don't compartmentalise their time and end up multi-tasking.
It is also a reason why analog wall clock designs are more popular in countries say South Asia but Digital and Square shaped clock designs are more popular in Britain and Germany etc.

It's not about sticking to time. It's about compartmentalising it. Eg. Most Indians would never end his/her meeting on time. This might create authority issues when junior team members from say britain would start leaving the meeting since they have to jump to another scheduled call. If you work in a cross-cultural setting you would appreciate how team divisions are clashes can happen over minor differences in handling things.
