Its not only the non payment, tempering of the meters to show false readings and lower cost / billing is another way of electricity theft. The direct line thefts are visible and can be taken care of anytime, I think KESC (Karachi Electric Supply) adopted this policy that better record of your area in paying the bills the more your area is entitled to supply of electricity.

And you are right its lack of political will and who would want a hot issue to get resolved when they can anytime do politics on it and win public sympathy just by announcing false promises.

It is actually not very difficult to detect theft even from tampered meters etc. A meter on the line itself will show how much power is being consumed in a particular area. If receipts don't match, you know where the problem is . Can isolate the problem area fairly quickly.

However it all comes down to political will.

For extreme days during summer, there used to be an announcement in my town. Infamous "nau tapa" was forcasted, which meant 9 hot days were coming. People used to stay indoors or those who went out kept water, lemon, wet scarfs etc. Don't think it's possible that someone dies indoors due to heat, even when there's no electricity.

Trust me If no one will vote even then MQM and PPP will win by thousands of votes in each constituency , You cannot blame Karachi without knowing ground realities. You think police is clean and cooperative , if that the case then why we need rangers in city. at current the largest and worst gang exist in the city is Police. If anyone that collects more money by extortion then its police.
