Will Lockheed Martin, which has offered to shift the production line of the F-16 fighter aircraft to India transfer four crucial technologies which have been denied to South Korea, a close US ally.

In exchange for a large order of F-16 fighter aircraft from the Indian Air Force(IAF), Lockheed Martin is offering to close its only assembly line in Fort Worth, USA and relocate it to India.

The question however is will the Pentagon allow the transfer of four critical technologies- integrated systems for active electronically scanned array radar, electro-optical targeting pod, infrared search and track and radio frequency jammer to India which US has denied to South Korea for the KF-X program. South Korea is building its own fighter plane closely modelled along the F-16 with a number of crucial inputs coming from Lockheed Martin.

These technologies form an important component of the F-16V fighter jet, the latest evolution of the world’s most successful war plane that has been offered to New Delhi.

US had denied parting with the four technologies citing national technology protection policy. “The US continues to support the Republic of Korea’s defense programs and priorities through the transfer of many of our most sensitive defense technologies. We seek to support the KF-X indigenous fighter program to the maximum extent possible,” department spokesperson Katina Adams had said in December last year.

Lockheed Martin is in discussion with the US government and the government of India in regard to the shifting of the F-16 assembly line to India.

The thrust here is on whether the US will impart with crucial technologies.

If the Pentagon is affirmative, I am sure that India would sign the blank check on this deal.

Only a fool would think that US will share any of it's sensitive technology!!
Especially the ones that is still in active service in USAF!!

Price factor is inconsequential, if the F-16 is to be manufactured in India. This is not an import.

On technology though, the last word would be from Pentagon and not your highness.

Sure if you can convince them that no Russians will be allowed to come near, and i dont see that happening as Russians are involved in indian aviation industry

By the same logic of yours, India will not be allowed any transfer of technology, just because of Russian fears - Seems illogical.


Anything we do we are very understanding of India’s desire of Make in India and technology transfer. So we will work on aspects of that to make sure we met the objectives - U.S Under Secretary of Defence for Acquisition, Technology and Logistics, Frank Kendall

India should keep itself away from the US for offensive tech as much as possible. Signing a MII plan for the Su-35/super SU-30 as a backup until the FGFA comes online, Rafale for the medium scope, and a tie up with MiG to incorporate their 1.44 tech into LCA Mk2/3 is more beneficial than selling India's sovereignty to the States

The US House of Representatives has approved a bipartisan legislative move to bolster defence ties with India and bring it at part with other NATO allies in terms of sale of defence equipment and technology transfer.

That does not mean the US will be transferring vital technologies to India, it won't happen.

The US wants India by its side, because the US wants to re-balance Asia (China factor).
MTCR, it was the US, who was instrumental in making sure India got cleared.
On the NSG, the US is spearheading its efforts in favor of India to become a member.

On the safeguards: India has already signed away its rights to the US, who can sue India's A$$ against any violation of technology transfer to a 3rd country such as Sri Lanka. Russia is a far cry. Thus the US has no worries on pilferage of its technology parked in India.

If the US becomes irrational, intransigent & irresponsible in her acts involving India, India can walk away from its fold.
Is this what the US wanted in the beginning when they thought of nurturing India US relations?
