Even cases are registered against Major Leetul Gogoi as well, a military court of inquiry and a criminal case with local police. It's matter of another discussion that the Military court had decided in favor of the Major.

Rather than going full fledged war, India needs to have diplomatic solution and/or achieve a covert operation in Pakistan to create enough confusion with in them. That will pave for the solution. After all everything is right in war.
