Hong Kong is a different case cause in many international events Hong Kong is termed as a separate regionn, Main land China and Hong Kong have different systems. But who told you that you can't freely move to Beijiing? The truth is, as a Beijing native, it's very hard to meet another Beijing native in the city. Most peole living here are from other places. What do you think China builds high speed railway network for?
I used Hong Kong and Macau to illustrate the relationship between HK/Macau to China corresponding to the relationship between US overseas territories (or insulated area) like Puerto Rico, Guam, American Virgin Island, American Samoa to Mainland US. Where Mainlander Chinese cannot move to Hong Kong and Macau without Permit, Hong Kong and Macau resident also cannot move to Chinese without permit. On the other hand, US mainland citizens can move to Guam, Puerto, American Virgin Island and so on freely, and People of Guam, Puerto Rico and so on can also move to US freely without having to apply for any permit.
What I mean move, I mean Permanently move, not transit or visit or as a seasonal workers. China have 27 internal port of control that control, called 口岸, that is a limit and control the population flow within the country, 口岸 (or Port Authority) concept does not exist in most other country, except as a control point of International border.

And just because it have HSR does not mean you can freely move between "port" to "port" Beijing have a direct HSR line to Hong Kong, does that mean you don't need a permit to travel from Beijing to Hong Kong?
