I don't know about international law, but in general those are the Rules of Engagement followed by India and Pakistan during peacetime. Like I said, the RoE's are in place to avoid an escalation every time one side violates the airspace of the other (which happens frequently).

Additionally, the Indians did plan out the strikes well (other than having poor intelligence or poor targeting capabilities) in running multiple decoy sorties further south that the PAF responded to. The distance between the strike location and the nearest PAF base meant that they also had some time to enter Pakistani airspace and strike before the PAF CAP was within range. Of course, had Pakistan known that the Indians would escalate with a bombing in Pakistani territory, it is possible that the intruding IAF jets would have been engaged with BVR, but at the time the goal was to stick to the RoE's and warn them and force them to return.

Off the top of my head, Al Jazeera, BBC, Reuters and multiple Pakistani news organizations (including anchors who are critics of the military) have visited the site, quoted multiple local residents, and confirmed that no damage was done in the IAF strikes. Satellite imagery is now also available and Western analysts have reviewed and concluded the same - no damage other than to trees/vegetation.

So what 'truth' exactly are you hoping will come out in the next few days?
