Yes agreed, but how would you measure & standardize the creativity of 100 students in a class ? Its like a performance review done for 100 ppl by 1 person in 30 days. Exams just average out and give everyone a fair chance irrespective of the social strata they come from.

Second thing is the human element involved. would you trust your teacher to be fair & just in evaluating you ? Nope in a place where corruption,religion and caste lines are deeply entrenched its simply not possible.

It is easier to conduct exams for a million ppl and assess their papers anonymously (and fairly) rather then screwing up the system altogether by going for creativity.

how many people are willing to drop out of colleges and jobs to dedicate two years to creating a technology?? and by technology i don't mean a stupid cell phone app or some e-commerce website... will their parents support them?? will these youngsters teach their parents of the right path or fight with them if the parents continue to be idiotic??
are you willing to take a risk where one single decision will lead to life long poverty ?

and then the parents who themselves couldn't do anything in their own life and were jobniks but decide to push their children into jobs.

then there are banks, government and most horribly the many private banks in india, who will lend 25 lakh rupees to some idiot 96 percent exam marks holder who will go to some australian college computer course of three years but at the end of three years when he returns to india he will not be able to design a operating system or microprocessor.. and the same bank will not lend one lakh to some one who could have contributed technologically to the world.

isro has been "making" rockets in india for at least three decades... have they been able to put a single person into space??

Yes we need in house R&D and manufacturing but the fact of the matter is industry runs of demand and supply and we have a population of 1.3 billion to feed and for that we need jobs and have a large unskilled and semi skilled labor force besides poverty and corruption that too with an overhang of license quota raj .

now to change all that we have to take whatever is given to us as its works for MNC's they first start with cheap spare parts production and then graduate /promote you to asembally operations then comes partial R&D phase then comes full in house R&D and production just like our educational system but we dont have time for that hence the second best option which they used term of 'made with foreign technical colobration ' hope you get the point.
