India does not honor such treaties with Pakistan and Bangladesh. Why would China be bothered to have such treaty with India?
The rivers are in China's territory. It's totally up to China how to make the best use of the water.
Presumably the long pause is due to the frantic search for the names of the treaties, so that you can respond. It is fairly certain that you have no idea about them, except the vague and general hope that there are treaties, and that some kind of transgression can be proved.
Perhaps in such cases a hint is in order.
There is one treaty governing inter-state waters between India and her neighbours, exactly one. It is the Indus Waters Treaty between India and Pakistan. India has scrupulously maintained her obligations under the terms of this treaty. If you have heard a great commotion from foolish, ill-educated and ill-informed quarters, it is because of two reasons: some Pakistanis feel they should have got more, and cannot reconcile themselves to the consequences of an agreement arrived at in a peaceful conference; second, others have heard that a dam is being built up-river and have convinced themselves that a dam would cut into their share of the water. Unfortunately, they know nothing about the nature of the dam, its objectives and its consequences to Pakistan.
For the second, a run-of-the-water hydro plant is being set up, which does not take away any water from the flow of the river. There is NO diversion or reduction of water. Period.
So next time you open up about treaties that we have broken, kindly do your homework first, or....oh, never mind, just do your homework.
