It is because those equipment are far from getting really expired. MoD gives survival kit equipment excessively low lifespan just so that OFB can continue to earn some money through replacement kits.

Thats the Serbe-8 emergency beacon which transmits position. I guess its normally linked to the ejection seat and transmits location where the seat falls on the ground. The idea is that pilot will be nearby.
But looks like to poor IAF cant even afford that.
