First we need to know how many bengolis, afghanis etc live in Pakistan. Census report is delayed because stupid MQM believe 15 million people were not counted in Karachi census. Refugees were counted in 207m figure. But we need to present better arguments then simply "we hate them".
1. Humanitarian ground? There are 50 million Pakistanis that need your attention more then refugees. Sometimes our elite forget which country they live in. You give citizenship to few people on humanitarian ground or even thousand but not 5 million in one go.
2. You can't give citizenship to one refugee and ignore the other.
3. Follow Iran model, UN is happy with how Iran have treated Afghani refugees. If refugees are going back from Iran then they most go back from Pakistan as well. Shift them to camps by banning refugees outside. Provide them basic facilities. Ask provinces to pay some part of bill from their own budget. And gradually repatriate them.
This is perfect time. UN have declared Afghanistan safe enough. Thousands are going back from Iran. I don't want to hear 5 years down the road same excuses from government that its not impossible for them to go back. You keep them for 30 more years and 5 million become 10 million and so on.
