we are staying away but its india's Habbit to put their nose in everones matter like bangladesh 71, srilanka. sikkim tibet bohtan recently mynmar afghanistan enough for us to know that fence is just a drama..

Your understanding cannot be any more flawed. The commission was setup by the Supreme Court of Pakistan after the war in 1971, to evaluate, analyse and understand the circumstances and the chain of events which led to the surrender of Pakistan and creation of Bangladesh.
All copies were either destroyed or stolen except one. Bhutto classified the single remaining copy because findings that came out were so highly critical of the role of Pakistani army that it was feared the report may further demoralize and humililate Pakistani army and it's people. The report was finally declassified in December 2000 by Musharraf.
It is very much the Pakistani point of view.
