Educate yourself, please. Different countries have different terms for access controlled highways. Two and three wheelers aren't allowed on the Bombay Poona expressway either, except in the ghat section where it shares a common carriageway with the old Bombay Poona Highway (NH4). The authorities are building a new bypass comprised of tunnels + pier supported dual carriageways, to tackle the current problem.

Shit happens everywhere, sadly. In India, awareness is catching on, and the trend in reporting crime has changed for the better which is why you hear about it in the media much more than before. Our cities are quite safe, much safer than most places in your country; that's for sure. Bombay is the safest metropolis in all of south Asia.
