Your first link shows that there is no religious bias atleast. The woman who was alleged raped was a non-Muslim.
Second link shows that the accused was suspended and a court of inquiry initiated, so clearly not an official BSF policy of rape and murder.
You used the word "capturing and killing in an extra-judicial manner".
That is exactly what the BSF does. Whether it is an official policy or not is immaterial. Why would India even admit it would be an official policy?
Please look at the links in the OP. Rape and murder of Bangladeshi citizens is frequent. Which is why the Human Rights Watch is interested.
