Why do Vietnam scare of Taiwan, but not China

There a lot of time, vietnam takes strong reaction for china activity in spratly. even further step. one thing that I notice is that vietnam scare of Taiwan, vietnam just condemn and never take actual action against taiwan.
so why do vietnam scare of taiwan, but not china. what is the cause or reasons.

It's a very complicated position for the US which prefers Vietnam to China but also Taiwan to Vietnam.

Question: Please provide Vietnam’s reaction to the news that Taiwan would resume building infrastructure on Ba Binh (Itu-Aba) Island, Truong Sa archipelagos.

Answer: Vietnam possesses sufficient historical evidences and legal foundations to assert its sovereignty over Hoang Sa and Truong Sa archipelagos. All activities in Hoang Sa and Truong Sa archipelagos undertaken without consent of Vietnam are in violation of Vietnam’s sovereignty and legally invalid.

Vietnam protests Taiwan’s resumption of its plan to build infrastructure facilities on Ba Binh Island and urges Taiwan to immediately desist from continuing with its plan as well as similar activities in the Truong Sa archipelagos.

Vietnam fears Taiwan, that's for sure, and it should (as has been seen in constant official protests against Taiwan's claims across the SCS).

Taiwan appreciates mainland's helping hand in further fortifying the Taiping. Fishermen from Taiwan is just happy to raise the mainland flag in order to scare away Pinoy and Vietnamese sea pirates.

This should tell you enough about the underlying cooperation between the two sides of the Straits.
