What? No. Modi wanted good relations with China, even invited Xi to his hometown. It's always China who's aggressive with it's neighbour. China has disputes with like 11 countries and claims territories on ridiculous "historical" basis. Nehru even believed in "Hindi Chini Bhai Bhai" but China's ridiculous paranoia over Dalai Lama and who knows what else resulted in an unexpected war. I am not a warmonger. If a conventional war happens, I know that India may likely lose to China. But India still has a right to defend it's territory and not succumb to bullying.
Modi switched tracks. India was the first to betray the Malayalam agreement and started joining the anti-China Quad and taking a virulently anti-China tone in its government and media announcements, all this during the crucial first quarter of the pandemic when China was at its weakest. This was what set the most recent hostile tone.
Also, yes, Nehru said Hindi Chini Bhai Bhai but at the same time, he refused to negotiate with China regarding the territories that were in question and that were unilaterally seized by the British. China and Pakistan had been able to resolve their differences and established decades long friendship. China and India could've done the same but the Indian elite never wanted to resolve these territorial issues. China was willing to give India Arunachal Pradesh for Aksai Chin, Arunachal Pradesh is much larger in territory. But India was not willing to accept it. But the 1962 war is ancient history now. The most recent hostile turn was instigated by Modi because he was trying to seize an opportunity to gain favor with Trump when China was down. He gravely miscalculated on all fronts and has achieve calamitous results.
Contrary to what you stated, China has resolved the majority of its border disputes peacefully. China has the most neighbors out of any country in the world. It has resolved border issues with Pakistan, Kygyzstan, Afghanistan, Myanmar, Tajikstan, Kazakhstan, Mongolia, Russia, Laos, Nepal, North Korea, etc. It has ongoing sea claims issues with Vietnam, Philippines, Malaysia, but those countries also have overlapping claims against one another. Also there is the unresolved issue of Taiwan and Diaoyutai with Japan and also the border disputes with India which India has refused to resolve. But the vast majority of bordering countries have had their disputes resolved.
Meanwhile India has border disputes with almost all of its far fewer neighbors and has not sought to resolve any of them.
