Absolutely! People "sanction" the USA all the time. Especially the Chinese consumers who will not buy USA brands out of patriotism to mother China. All over the world there are consumers who sanction the USA by refusing to buy our branded products because they have grievances over USA foreign policy. The United Nations constantly "sanctions" the USA by ganging up against any person the USA backs for a UN job. But really, war crimes? Every law enforcement system produces unintended deaths and property losses. Just like every other human system, e.g. transportation and medicine, produces some small amount of regrettable, accidental misfortunes. The USA owns up to the unintentional damage it causes, making restitution when possible and paying survivors damages. What the Russians are doing to civilians in the Ukraine is intentional, it is part of their military strategy decided by their national leadership, and it is a war crime under the Geneva Conventions.

What YOU can do to sanction US at the personal level is to examine your daily life and remove, as much as possible, anything that is at least 3 degrees of separation from your life. You can start with using English. Stop using English for starter. Then remove other immediate things like American brands in clothing, junk food (highly recommend bleah), movies (mostly yeech), or medicines. So already I gave you an excellent start to sanction US.

By the way, I had excellent times in ES when I was active duty. Really like Zaragoza, I have a poster of the city's skyline in my living room. Love paella. ES women are beautiful, am partial to brunettes myself.

People who are appreciating Russians nowadays, especially Pakistanis should understand that it was United States of America who against former Soviet union and India tried to help us in 1971 war. Yes, Pakistanis have full right to be angry on America for WOT and unnecessary wars they waged in the region. However, both Americans and Pakistanis should stop arguing over past twenty years of fiasco and start to refresh their relationship on basis of alliance we had once. Pakistan and US can start a new chapter of their relationship by being neutral yet helpful in possible ways while Pakistan should also extend her friendship further with Russia on basis of neutrality and mutual interest as Moscow and Beijing have amazing projects scheduled and for obvious geo strategic reasons.
Please, remember that no one will stand for us, we have to stand for ourselves and should refuse to become a part of any colony. Both USA and Russia are extremely amazing nations and are of key importance in the region. Russia is a supplier of gas to EU for example and so on US so countries especially ME and SA should stay neutral and choose to facilitate peace talks only.
Sanctioning US or Russia will not solve any problem but sticking to treaties will. Please stop war and do something constructive for God's holy sake.

The answer is already there. Till now, only China officially sanctioned some US former officials(Pompeo for example) and companies（lockheed martin for example）.

Nobody will actually sanction the west because the elites from China and Pakistan and a lot of 3rd world elites live and invest in the west.

In a current world, no one actually can and US is capable of making whatever these sanctions will intent to bar US from. No country can also bring a resolution against them cause they will veto it, they can operate without UN or force UN into submission, they have backings from almost every major world economic and military power, so basically they are immune to anything for now, that's why no one every get convicted from the US civil military officials for wars, war crimes or lying etc.

There is a quote in Urdu that says, Jis ki lathi uski benhs... when it comes to US they have the laathi and benhs along with all other laathis and benhs in the world.
