Chief of naval Staff is going to retire in October 7, 2014. Who is going to be the Next Chief Of Naval Staff ?

I guess Vice Admiral Muhammad Zakaullah (VCNS) is the strongest contender.

CNS is pretty straighforward thing. senior-most would be the likeliest choice or a submariner.

Vice Admiral Muhammad Shafiq
was commissioned in the Navy’s operations branch in June 1977. He has served on many important command and staff appointments including 2nd-in-command of a destroyer, Command of Naval Air Wing and Naval Aviation. Vice Admiral Shafiq’s major staff appointments include Deputy Director at JSHQ, Director Maritime Affairs at NHQ, DDG PMSA, Drafting Authority, Directing staff at NDU, Chief Inspector (Navy) and Deputy Chief of Naval Staff (Projects-2). He has been awarded Sitara-e-Imtiaz (Military) and Hilal-e-Imtiaz (Military).

Vice Admiral Muhammad Zakaullah was commissioned in the operations branch of Pakistan Navy in June 1978. He is a recipient of the Sword of Honour. On his graduation, he was awarded Chief of The Naval Staff Gold Medal. The vice admiral is a graduate of Royal Naval Staff College (UK) and National Defence University Islamabad. He holds MA (Defence Studies) degree from London University and MSc (War Studies) degree from Quaid-e-Azam University. He has commanded the destroyer Tippu Sultan, Pakistan Naval Academy and the 25th destroyer squadron. His other appointments include directing staff PN Staff College, Assistant Chief of Naval Staff (Plans) and Defence Attaché in Qatar. Zaka has been awarded president’s award for pride of performance, president’s medal, Tamgha-e-Imtiaz (military), sitara-e-Imtiaz (military) and Hilal-e-Imtiaz (military).

Three vice admirals in run for naval chief’s position

ISLAMABAD: The Defence Ministry has sent three names to the Prime Minister’s Secretariat for the appointment of the new naval chief, as incumbent Chief of Naval Staff (CNS) Admiral Asif Sandila is retiring on October 7, it has been learnt.

The three-star vice admirals who are to be short-listed for the four-star appointment at the Pakistan Navy are Muhammad Shafiq, Zakaullah and Shafqat Jawed, informed naval sources told Daily Times.

The PM Secretariat, the sources informed, instructed the Defence Ministry last week to send the names of the senior-most naval officers to fill in the slot of the naval chief after Sandila’s retirement. In recent days, the ministry forwarded the said names to the Cabinet Division to be finally sent to the PM Secretariat. After PM’s approval, the Presidency is to make a ceremonial and final endorsement of the premier’s decision.

In terms of seniority, Vice Admiral Muhammad Shafiq is the senior-most three-star officer who was commissioned in Pakistan Navy in June 1977. The other two vice admirals – Zakaullah and Shafqat Jawed – are next in line.

They were both commissioned in the Navy in June 1978. All the three officers belong to Pakistan Navy’s Operations branch and were promoted from two-star rear admiral to three-star vice admiral rank in February 2012. According to insiders, Shafiq, in terms of seniority, becomes the obvious choice for the naval chief slot whereas Zakaullah, the incumbent vice chief of naval staff (VCNS), holds one of the most important official positions in the Navy, which make him a strong candidate for CNS position.

Traditionally, the incumbent VCNS is regarded as a very powerful candidate for the naval chief position and is often the senior-most vice admiral, unlike in the present situation, the sources said. Shafqat Jawed is presently the Chairman Karachi Port Trust (KPT) whereas Muhammad Shafiq is on deputation. The PM Secretariat Spokesman and Information Minister Pervaiz Rasheed, when contacted, expressed ignorance towards the issue, saying he would get back to Daily Times after getting necessary information. However, he did not.

The minister was unavailable for comments later. Defence Minister Khawaja Asif was not accessible on his personal cell phone. His spokesman said the minister was busy dealing with widespread destruction caused by flash floods in his electoral constituency of Sialkot and was not in position to comment on any issue. Last time, it merits recalling here, when naval chief was appointed, the seniority factor had prevailed. In October 2011, the then prime minister Yousaf Raza Gillani had appointed Asif Sandila, the senior-most vice admiral, as the CNS following the retirement of Noman Bashir.

Reportedly, the then defence secretary Lieutenant General (r) Athar Ali wanted Vice Admiral Abbas Raza’s elevation at the naval chief position and had recommended his name. Raza was third in the seniority list of Vice Admirals. Gillani ignored Ali’s recommendation and decided in favour of Sandila.

Admiral Asif Sandhila is the nineteenth Chief of the Pakistan Navy, who will be relieved from his duties on October 7. Sources told that the names of three officials of the Pakistan Navy are under consideration for the post of the Naval Chief. These officials are
  • Vice Admiral Zakaullah,
  • Vice Admiral Hasham bin Siddique
  • Vice Admiral Zafar Mahmood Abbasi
Vice Admiral Zakaullah is the senior most official of the Pakistan Navy, Vice Admiral Hasham bin Siddique is currently serving as the Deputy Chief of Naval Staff, whereas Vice Admiral Zafar Mahmood Abbasi is performing the duties of the Commander Pakistan Fleet.

Sources further told that the name of Vice Admiral Syed Arif al-Hussaini can also not be neglected in this regard, who is currently serving as the Commander Karachi.

Moreover, it was said that the appointment of the new Naval Chief is at the discretion of the Prime Minister, Nawaz Sharif.

My vote for V/Adm Khan Hasham for 3 yrs and then V/Adm Z M Abbasi for next CNS
