White House Rejects Chinese Demand to End U.S. Spy Flights

As much as we who are outside of the military decision making hierarchy can be, right ?


By what do you mean 'free' ?

- Physical reconnaissance: This is where overflights, which involves border violations, are necessary to determine the physical evidences of something and/or anything. For example...Are there troops at X location today ?

- Signals reconnaissance: This is where overflights are not necessary. Electromagnetic emissions, such as TV or navigation beacons, are usually omnidirectional, and those signals do go outside one's borders. A signals intelligence (SIGINT) flight can be in international airspace and gather as much EM data as fuel hold out. Further, if Chinese radars are involved, the SIGINT aircraft can collect those EM transmissions as well.

As long as our SIGINT flights are in international airspace, China have no legal foundation to do anything. But anything outside those legal boundaries, it becomes militarily provocative and the US have every right to respond to any actions by the PLAAF that would threatens the safety of our crew. Risk is a two-way street.

OK. I'll hire a contractor standing in front of your house(not on your property) waiving flashlight into your bedroom all night long.

Wrong. SIGINT is passive. All we do is flying with antennas in 'Receive' mode. You do know the difference, no ? Yours is a terrible analogy because a flashlight is an active mode of detection. A better analogy is to have someone just standing in the public street and watch my house. Legally, I am barred from doing anything. Try to do better.

Flying military spying planes to our territory at such distance is 100% provocative by the U.S. The question has never been who is being provocative, it is whether/how the provoked should respond. China is being careful at the moment. But the respond will get stronger with time as the military build up gets stronger. Eventually a direct confrontation will happen if the provocation doesn't stop.

No, it is not. If that is true, then the entire Pacific Ocean is prohibitive to military activities, even as benign as simple passage, and all of international airspace would be equally forbidden to military use as well.

International airspace and international waters mean no country can claim sovereign over that area, so that mean anyone can conduct any kind of activities, military or civilian, as long as they stay outside of territorial airspace and territorial waters.

There's nothing China can do coz the U.S. fists are bigger. China can only say some words and move on, like many times in the past. We have to make more time to build more and more capabilities.
