You have comprehension issues. Read the headline you post. This was not an attack on terrorists.

The infrastructure and this building is being built by Indian investment and help. This was direct attack on those assets.

Taliban are Pak assets, clear ISI hand.

Even if we believe there were some Indian pennies involved in construction of that building your point that Raw can't be involved because of this shows your caliber.

It will be very interesting who the Afghan govt blames. The whole world knows Pakistanis are the terrorist sponsors.

It would also be interesting to see how this attack is reconciled by the Taliban given that they just requested the re-opening/recognition of their Qatar office for negotiations.

The Taliban are not a centralized organization with clear lines of command and control run by Mullah Omar and his direct advisers/lieutenants.

Much like ISIS, local 'commanders' pledge allegiance but retain operational control and act independently, though the Afghan Taliban leadership tries to put broad 'restrictions' in place such as restrictions against deliberate attacks on civilians, but it's pretty obvious that these 'restrictions' are not always followed.

As the reality stands today, Pakistan has eliminated Haqqani Network and is in full cooperation with US and Allies in Afghanistan because Indian terrorists have been eliminated from there. The Iranians are cooperating with and supporting the Afghan Taliban, despite the fact that the two sides almost went to war over the Herat incident where the Taliban massacred Iranian diplomats, so Indian support to the Taliban (both Afghan and TTP) to undermine Pak-Afghan rapprochement is a ccredible scenario.
