The problem with the unsaid part of the logic is that you folks actually underhandedly condone the attacks (especially on your neighboring countries) and blame the domestic agencies for not preventing it. Mumbai case is a prime example of this duplicity.Oh yeah, any successful attack is successful because security failed to prevent it. What's the debate?

It is like a thief steals from your house and you arrest the owners for not providing enough security to your own house. But nary a word for the thiefs! Or just perfunctory condemnation that fools nobody. This is also the story of all of Pakistan
Another case of why Pak's priorities are all upside down. Haven't heard Switzerland/Liechtenstein/Bhutan/.... worrying about strategic depth or engaging in such shenanigans or not of late. Pak thinks it is some sort of a force to reckon with in the region and thats precisely what will spell its doom one day not too far out in future.That's the story all over the world, if you wish to delve in to the intricacies of covert assistance to non-state actors then we will enter a very deep debate.
