Dear Sir thanks for your vision but it have some flaws.

1. Super Sukhoi Upgradation with nullify any advantage of having Su 35.
2. Enemy won't have only 36 but 126 Rafale, Mirage 2005, Mig29SMT and Jaguar Darlin3 std and naval aviation mig 29k and LCA Tejas which ever version you can take it
3. You will not find any maintenance advantage from China for SU35
4. Selling JF-17 won't give so much economical gain as it is cheap and the profit is from the weapon package which chinese companies will be benefited

However In my View best is

1. F-15E
2. SAM HQ-9 and short range in very high qty
3. Silent Submarine

This will prolong the war before the war is officially be stoped

We have the machines to copy, then we should have the brains to modify and improve assault rifles specific to our soldiers needs. There should be a PAK Army designed assault rifle for their needs. The AkM is a piece of junk. Reliable? Yes. Accurate? No.
