From this article , People tend to focus on “600 million people have monthly incomes of just 1000 yuan” (approx. USD$140.6). This is very superficial. To begin with, the 1000 cny (141 usd) is the per capita monthly disposable income, which makes it 4000 cny or 560 usd for a household of 4. And remember, that is the dispensable income, which means tax, pension savings, etc, are all excluded. And a lot of them are old folks living in the countryside with their own house, feed stocks and grow crops, and living expenses are minimal or negligible.
There is a wealth gap for sure, as the national average is 30000 cny or 4235 usd per year per capita, which makes 120,000 cny or ~17,000 USD for a household of 4 on average, which means there are a lot of high income households (much higher than the average) and remember GDP per capita (10,000+ USD per capita nominal) does NOT equal to income per capita, this is the case for all countries. And this again, is the disposable income, which agrees with our average salary for a work force of 2 per household:

However, this is not entirely the issues here, we have to see what kind of lives those low income group (with a monthly household dispensable income of 560 usd) can actually have in an average city in which majority of Chinese urban population live (matter of fact, majority of low income people live in the rural area, where cost of living is much lower, literally minimal, and our rate of urbanization has just reached 60% recently).

If they don't want a new car, used car can also be an option, you can get a <10 year old used car with less than 1000 USD (dealer price here; buying from owner will be even cheaper):

High school tuition costs less than 200 usd per year on average, plus another 300 usd for food and accommodation per year per person.
University tuition costs around 800 usd per year on average, plus another ~800 usd per year for accommodation and daily expenses.

To summarize, what kind of life those low income group of people can get, here is the answer:
they can have a decent living space, 3 bedroom apartment can be a standard. Food costs very little fraction of the income; car is affordable, own a car is not a problem either, but they can also use the world's most convenient public transportation system here in China. They can receive average healthcare which is affordable, actually much more affordable than a lot of countries.
Take home message: even with just 560 usd per month household income, these people can have a very decent quality of life. This is the benefit of living in a country with a fully all-round developed industry instead of an entirely service oriented one like in some countries: We have the way cheaper price of industrial product such as cars and electronics compared to other developing countries, but our service costs such as healthcare, etc are again way cheaper than the developed world. This makes our people, even those with low incomes, life much much better than you can imagine. So now, for those either from the less developed world, or from the super duper 1st world, you do not have to worry about our low-income population, they live perfectly fine!
