We have tried presidential system in the past. It led to rapid development in one part of Pakistan (West Pakistan) at the cost of Bangladesh (East Pakistan). Hence the fall of Dhaka after 1970's one sided elections.
I would go for proportional representation in parliamentary democracy as the best governance system.

Ministers are courrupt because people are corrupt. Changing the people in charge doesn't work it just makes things worse we already saw that in the Arab spring and many other countries. If you want to change a country you have to change the people
