What is the Best Capital City of South Asia?

An apples to apples comparison would be comparing cities with similar population levels......

Karachi vs. Mumbai
Lahore vs. Delhi
Islamabad vs. Chandigarh

There are obviously advantages of being a sparsely populated city as opposed to one that has some of the densest populations along with being a historical city that adds further problems in terms of infrastructure, roads, sanitation etc.....

Secondly, are we only basing these of pics or actual stats ie. Per capita, job opportunities, infrastructure, that make the cities "the best"?

Lastly, who exactly is deciding which city is the best? Obviously this forum/thread lacks what is called an "unbiased opinion"
