There is no "Caliph/Caliphate" without Conquest...
So the first to wage the banner of "Conquest" and "Succeed" in doing so... will be the one to unite muslims (Whatever is Good or Bad)...Whatever if he is Arab/Turk/Berber/Perse/Punjabis/Pashtun etc...

It was like that for Centuries and will be like that for centuries to come...
When an "Entity/Clan/Tribe/Nation" became stronger than those around and fulfil it's dometic needs... They will turn to others...

The Wide "Region" is in the same exact phase as they were before any "Conquest"...
The Question is not When...Where...But Who will make the first move...

And Remember, the Last "Islamic Empire" was less than a century ago...
And the Last "Royal Remains" across the Empire only ended less than 70 years ago...

literally the last caliph was Imam Hassan because he was chosen by people, Later Mauvya become monarch and he himself start kingship by nominating his son yazid as next ruler after him..

after that there was just name caliphs but in reality they were conquerors.

Imam Hassan علیہ السلام was the last caliph, Muaviya was a monarch and no one forced him to chose that path. He himself did!
