Iran is not an ally, one would not participate in an economic blockade if you consider a country ally. Iran to India and China is a energy supplier and an important one.

this organization should include more members, Bangladesh, Sri Lanka, Nepal and Maldive. So it can fairly reach Indian Ocean, good for SCO's strategic goals.
