webpage not availabe

I am not able to open pdf from my tab whenever i use 2g dongle, i get constant speed of 15 to 17.
I get msg a "webpage not available"
but when i switch to wifi i am able to open pdf...
Looks like i am not able to open pdf from 2g. Where as every single other page i am able to open even every other forum... This force me to post from my cell
I have tried to open from opera, uc,chrom. Same msg nothing worked

I face the same problem on my note 2 and that too with 3g net.

Actually i face the same problem on my tab . its frustrating . i have to refresh it many times before the page opens. this by the way is a recent phenomena. (2 weeks)
