There are cash on delivery option but the thing is what you can get in local shops you can't get online especially for ladies. Men are easier, women not so much.

Ladies, they go shop to shop, see every cloth, touch the fabric, caress it, ask for another bundle of unstitched cloth, then ask for dozen more, reject all of them and move to next shop. They finally buy once they have inspected all the cloth from all the shops in the market. 1-2 unstitched cloths, 1-2 stitched ready made suits. Same procedure of inspection and haggling. Then comes shoes. And ofcourse, kids shopping too. Unstiched cloths go to their favourite tailors in very crowded markets who work extra hours in Ramazan to deliver on time before Eid.

The thing is Pak is conservative society where women don't go out much. But once a year comes a time which is their time and this is it. Eid shopping is their craze, their yearly obligation, their freedom, their outing or whatever you like to call it. Nothing you can do to stop 'em ladies. Nothing.
