i think its the brainwashing done by the british and then followed by kala angrez, to our ggp, gp, parents, and us.. only outlaws and lawmen carry weapons. we have organizations to protect you so why do you need to carry weapons. As opposed to 2A in USA, people may think that carrying weapons makes them part of the first category. and who wants that. If you look at Islamic history everyone had a dagger (sidearm) and a possibly a sword (long arm).
