The thing about North Korea is that the US, Japan and South Korea are more than capable of crushing it. They just don't want to because they know Korean reunification would destroy the South.
Having the capability of crushing does not necessarily mean or equate to actually implementing a trilateral policy of offensive nature. The results of collapsing a nation of some 28 million people will lead to untold millions of refugees pouring through the border of China, South Korea and possibly even Russia has to be addressed. At such magnitude, none of the three countries are prepared to muster such resources to handle said definite refugee situation. In this day in age, the plan and strategy is that long term wise Pyongyang would be brought to heel through diplomatic cooperation. Finding the so called conduit to enable this bold plan requires not only patience, but clarity in understanding the internal politics within Pyongyang.
