If it’s never a Xinjiang traditional attire, why there is a need to ban it?
Not all foreign elements are welcomed in China, do you know why China fought Opium war? you India gave us too much of them.
As for whether something should be banned, it's up to the individual governments' own choice, check out the list I provided, that's their own law and we as Chinese never question their domestic laws.
 
Why do you think France bans wearing burqas, niqabs and other full-face coverings in public ? Have some sense. Xinjiang China is not ME or Afghan, their practices are theirs only
Xinjiang is culturally and ethnically closest to Kazakhstan, and Kazakhstan had long banned them. This imported attire from ME is also not part of tradtional Kazakh culture and national attir, I guess Kazakhstan bans them to protect their own cultures and traditions.
