it is full transceiver a bit slow at searching but for 20 quid worth it.

check PTA site. There could be grey areas depending upon frequency and range.
There are also apps used in mobile but im not sure if they work without cellular coverage, unless mobile antenna is capable of picking up other bandwidths too.

I believe it depends on the specs, but given the security situation you should probably send an application anyway.

If you stay away from LOC/ border areas it's ok.
But I would purchase them in country. Not take them with you.
Imagine trying to explain to a customs officials what your doing with two transceivers in your luggage lol.

Not recommended for anything with a range of 500m and if it has encryption then a big no. PTA, MOD, MI, NI, Air Defence and what not, it took us 6 months just to get license for our terminal. Even after the license as one base unit has range of 15KM that was called in question, usage was asked to be suspended immediately and report to MI office for explanation and surrender of equipment.

However the usage was justified and a permission was issued. So please do not carry it with you in person, if you can justify then it is better to rent them in pakistan from companies and return them on usage completon.

The usage will be dependent on the location where you intend to use it and only then will the operator grant rental units.
