You think Rohingyas go by the rules? Since 2012 MM govt does not even give birth certificates to Rohingyas. Rohingyas does not even have the right to visit to the MM govt hospitals.
62% buddhist majority means nothing in Maungdaw, Budhidaung an Rathidaung township which are 40% of Rakhine area and 80% of the residents are Rohingya. They lay claims on these townships not the entire Rakhine state. Once things settle down, the rich Rohingya diaspora around the world will contribute to the development of those township. BD will help too.

Perhaps you didn't read the whole article.These 2 child policy is merely about not getting registered, not allowing them to govt.school or job or other services.Do you think, Rohingya community care about those things which is almost non-existant in anyway? Most of Rohingya do menial jobs, farming or small business and many are dependent on foreign relief organization.And if you don't know, foreign relief given on the basis of headcount.So rohingya have much intensive to procreate fast.These so called 'two child policy' is itself a testament of high Rohingya birth rate.

This number is from Myanmar govt. who don't count most of the Rohingya living there. It is very much possible that Rohingya now constitute majority in whole of Rakhain.And they have 75-80 percent majority in northern half of Rakhaine which is beyond any doubt.
