1. If India and Pakistan were to follow UN's resolution then Pakistan will first have to move out its army from the part of Kashmir which is not under India's control any more.
2. UN's resolution isn't binding.
3. After what happened in IRAQ,Afghanistan and Syria, i have lost hope for any help from UN. It has lost its credibility.

You should essentially believe North Korea because it says so....no matter what it scores on the institutional credibility and corruption rankings (which really should be used to temper any country's socio-economic data claims).
