Of course we know that. Russia only can use the civilian shipwright, not the military one. Well there are 2 shipwrights in Cam Ranh: one is civilian, one is military.

....Yes. Any counter-China country is welcome. India, Japan, Korea, US, Russia ... But I'm not too sure about Russia. In the short term, they have many benefits with China.
