What does Chakra mean?

Its a disk-like super weapon weilded by Lord Vishnu for ultimate destruction of an enemy.

Good question, I was myself wondering. Given the fact that Chief of Naval Staff is standing on the hull, everybody involved will be super-duper cautious.

In any case, there will be auxiliary ships (with helis), small boats around to provide help in case of a mishap (the video seems to be taken from one of them).

This is a relatively SOP for submariners to stand on the hull for certain reasons be it embarkation, repairs, inspections etc- for such purposes rubber matting is put down to prevent slipping.

Outstanding. Atlast after two decades we have another nuclear submarine. If everything goes as per plan, we should have Arihant in IN armory by the end of this year or early next year. With Akula-III India got the most powerful submarine outside US and Europe.

Nada, there is a non-skid (anti-slint) surface laid down on those surfaces (of ships, subs and other Marine platforms) where the crew have to stand or climb, such as decks and companion-way ladders. Its permanent in the sense that its painted on and posesses a very high coefficient of friction. Youll find that kind of coating on weather decks of all ships. No Mats.

Similar coatings may be found on vertical structures in industrial plants ashore or even on amusement park rides! Look for a black tape on the edges of ladders and platforms which has a shiny rough surface. That is anti-slint.

If you have a similar application need at home; this is what you need to do- apply a coat of paint, before it dries, sprinkle quartz sand evenly all over that surface. Let it dry and voila- you have an anti-slint (non-skid) surface! :)

Try that out and tell me about it.

Not too dangerous, if the sub is not moving dynamically in the seaway, i.e. not rolling or pitching. If it is; then the crew will avoid coming out on the deck. If they have to, then they will be tethered to the hull by a lifeline clamped to a harness worn by them. Most of all they will be wearing life-jackets or flotation aids.
