Government of Pakistan can simply put out a clause that in order to qualify for any gov/mil tender post 2026 the vehicle components must be 100% locally manufactured and company should be majority local owned (70%+). And their would be a good deal of vehicles available that are not subject to dollar fluctuation or parent company forcing import of assemblies. 3-4yrs or even 5yrs is enough time to get local vendors ramped up, but unfortunately no one thinks long term. Just to be serious gov can and should put a hold on all non essential vehicle purchases till the financial crunch is eased or at least a year. The gov has the volume orders to force a change unless people get bought out.

India did similar and heard Maruti ending Suzuki's share now since they can develop inhouse now. The Ambassador (Morris series 3 with rights transferred to India) got all taxi and gov contracts because non local manufacturing wasn't allowed.
