Yes, it is perfectly legal in UK. Hawala is one of the oldest ways to transfer money across the world.

There is a transfer of funds from the Hawala agents to their counterparts in Pakistan but they do a bulk amount transfer, not every single transaction. I'm a finance professional who worked most of his life in UK so I know this for a fact. There was a major crackdown on Hawala agents in UK because they were not keeping records of the people sending their money, but those who keep records can do so freely. Lots of hawala agents all over UK!

Well, I google a little and it's says it's Illegal to send money without a bank, specially after 9/11 western countries even strict their laws about transaction of money rules. Post a link about it when I have free time.
