• The executive branch (Biden) will probably sign off on the deal with India but hasn't done so yet.

• The deal is not final and complete unless Congress approves it.

And look at who wrote it - two Godi Media advocates, Modi has these people populating every possible media outlet and they produce fake news everywhere.
