You don't need to master anything in order to manufacture the SU-30. The Russians would be the ones that provide all of the technician and material support in the manufacturing process; be it CNC machines, to laser etching. All of the other major components such as engines and avionics would be shipped from Russia.

As for "advertising", again the SU-30 is one of the most successful aircraft in the world, it's capabilities do the selling, it is sold in South America, Africa, Asia, and the Middle East. I can assure you Iran buying or not buying the aircraft will have zero impact on sales to other countries.

Most likely this is already happening before our eyes. Russian localization by offering Su-30cm pushes repair the MiG-29. US does not agree on a new fighter for Iran to transfer of technology, but by bargaining agree to repair the MiG-29 air force Iran to Russia.
Requires a lot of that to get what you need most of all
Of course, Russia can categorically demand from the UN Security Council to adopt a resolution to permit the sale of Su-30cm separate item, but it will hit the Russian interest in other matters. For example, if the US can withdraw, "the ban on aid to Ukraine." Or have any questions on Syria. it is a very complicated policy.

I think if such a contract is about to be inked, the time to deliver those fighters or preparing needed infrastructures for TOT parts of deal (if we assume there is such a thing in the deal) would take sth around 4 to 5 years ... wouldn't it? and it's from an optimistic point of view , S300 deal took 10 years to be signed and 10 years to be delivered if it get finally ... LOL ....
And I don't think the US would agree upon ... S300 is a defensive weaponry and they were in cahoots by all parties to prevent it from being delivered ... I highly doubt it ,...

Same here in India, there are powerful lobby groups which do not allow indigenous industry to develop. Case in point being India as the only country which has created nuclear powered SSBN before SSK, why? because you cant freaking import SSN and SSBN .
Or has flourishing missile arsenal ? why since due MTCR you cant import missile over 300 KM

. Can you believe it, a country which can send probe to mars is not able to produce its own Indigenous 155mm artillery gun.
Or the fact that our indigenous tank was rejected over inferior foreign one, here is Audit report which compares T 90 with respect to Arjun.

I used to think highly of that but then in the interview they said it was just a design study and that they were going to go to the air force to ask for a specification for a fighter jet. The real project hasn't even started yet. We probably won't even see a prototype for at least 10 years and we need hundreds of advanced fighter jets NOW, so unless this really is a miracle and Iran is about to unveil 200 fully operational stealth fighter jets, excuse me if I call bullshit.
