US proposes $2.4 billion aid to Pakistan

WASHINGTON: Obama administration Monday proposed $2.4 billion in financial aid to Pakistan for the fiscal year 2012-13 while unveiling its annual budget of $3.8 trillion that calls for tax hikes on the rich.

Of this, $2.2 billion is in assistance to strengthen democratic and civil institutions that provide a bulwark against extremism and support joint security and counter- terrorism efforts, including $800 million for the Pakistan Counter-insurgency Capability Fund, the State Department said soon after the White House sent the budgetary proposals to the Congress.

In all, the budgetary proposals of President Barack Obama provides $8.2 billion for Overseas Contingency Operations to support the extraordinary and temporary costs of civilian- led programs and missions in Iraq, Afghanistan and Pakistan.

Most pakistani members in this forum will oppose recieving any aid from USA idealistically speaking ,

had they been running the GoP they would know how important those 2.4 billion dollars are to the govt coffers :coffee:
 
Well ball is in pakistan's court now, lets see what will be the reaction.....anyway pakistan still have to collect the damages done by Nato trucks on its highways. etc, fees for assistance in WoT....
 
WH unveils budget with trimmed Pakistan aid, subject to conditions of course

WASHINGTON: A list of conditions accompanied the funds allocation request for Pakistan among the White House, Department of Defense and the State Department budgets for fiscal year 2013.

The White House has allocated $800 million for Pakistan’s Counterinsurgency Capability Fund (PCCF) in its budget for fiscal year 2013, whereas the State Department and USAID budget for Pakistan comes to $2.4 billion.

The budget, which will go to Congress for approval, shows a decrease of $50 million in the allocation figure for PCCF from last year. The purpose of the fund is to “build and maintain the counterinsurgency capability” of Pakistan’s security forces. The services provided by the US include human rights training, providing equipment, supplies, training and infrastructure repair.

The description of the PCCF stated in the budget documents released by the State Department state that the PCCF “enhances the capabilities of the Pakistan Army, the Pakistan Air Force, and the Frontier Corps by meeting their needs for training, equipment, and infrastructure. The PCCF will assist the Government of Pakistan to eliminate the violent extremists’ ability to operate along its border with Afghanistan. The PCCF account will draw down when the need for intensive support for engagement against terrorist organisations in Pakistan declines.”

In a press release issued by the State Department, the budget allocation requested for Pakistan for FY2013 is $2.4 billion. This includes the $800 million cited in the PCCF, and is meant for assistance to “strengthen democratic and civil institutions that provide a bulwark against extremism, and support joint security and counterterrorism efforts.

Certifications

The budget documents also outline certifications that the US secretary of State is required to make to various Congress committees before funds such as the Foreign Military Financing Program, PCCF etc. can be allocated.

According to the conditions, the Secretary must certify that Pakistan is cooperating with the US in counterterrorism efforts against the Quetta Shura, Haqqani Network, Jaish-e-Mohammad, Lashkar-e-Taiba, al Qaeda and other domestic and foreign terrorist organizations. Pakistan must not be supporting terrorist activities against the US or coalition forces in Afghanistan.

Interestingly, a condition includes that the Secretary of State must certify that, “Pakistan’s military and intelligence agencies are not intervening extra-judicially into political and judicial processes in Pakistan”

Other certification requirements include the issuance of visas “in a timely manner for United States visitors engaged in counterterrorism efforts and assistance programs in Pakistan.” Pakistan must also take action against IED networks and prevent nuclear proliferation.

Even though the requirements state that the US Secretary of State can suspend assistance to Pakistan if it doesn’t demonstrate progress in these goals, the Secretary of State also has the right to waive the certification if to do so is in the national security interest of the United States.

This is humiliating to 185 million Pakistanis. There is way too much U.S. interference in Pakistan's internal affairs. Of course indians would like this.
 
Pakistan will take this AID from US because they are doing it since last 65 years and economy is so much dependent on US Aid, they wish they don't take it but they will take it because they need it.

The Drone Attacks is going on as usual and nothing happened to US even after 2.5 months when supply routes were blocked.
 
Pakistan does not needs this hand out - we produce enough food just need to not ship it out to Middle east let them eat their Oil

I agree. U.S. aid means U.S. slavery of Pakistan. The Islamic Republic of Pakistan really needs to stand on its own feet. Before 9/11 there was no U.S. aid for Pakistan and Pakistan was much better off then than its now.

Wrong troll. Pakistan didn't get U.S. aid in the 1990's and those days were better for Pakistan than now. Even when U.S. placed sanctions on Pakistan, the Islamic Republic of Pakistan was better off than now. Pakistan is not dependent on U.S. aid. Pakistan has everything that is needed to have a stable economy. There are a lot of economically stable countries that do not have the fertile land of Pakistan, and other resources that Pakistan has.
 
still these compensation (in the name of so called aid) is nothing in compare to the loss we are having due to their (US) actions....

As per USA official

the Nato supply per month cost them now 87million compare to 17mn when the supply through pak was open
Even the US soldier dnt have Nappy.
USA official admitted last month that we dnt have all the goodies we had when supply through pak was open

and the 87mn Cost is when the aerial supply is again through pak..imagine pak even block the airspace for them
by than they will come through Russia and central asian airspace..which is also nt possible during winter.and would cost them +200millions a month

Its always easy to deny truth.
Pakistan's economic boom came in 1960s, 1980s and 2000s all because of Increased American Aid during Ayub Khan's Regime, Afghan war and after Pakistan's support in WOT.

2) Poverty:- Your 1990s story is bullshit, poverty was increasing in Pakistan in 1990s, between 1999-2002 poverty rose by 4% but inflow of US aid in wot reduced it to 22.3% in 2006

3) GDP growth, Peak in 1960s, 1980s, 2000s all because of American dollar.
